What does “graduated” mean?
Each band applies only to the drivers in it. At 100 drivers you pay $4,250 — 50×$50 plus 25×$40 plus 25×$30 — not 100×$30.

No. Every X3 product is included at every fleet size. The rate drops as you grow; the product doesn't change.
Does the price include FMCSA filings?
USDOT/MC filing fees are paid directly to FMCSA.
